[packagers] nagios-plugins 1.4.5 problem

The new nagios-plugins 1.4.5 package is missing the fairly important 
check_by_ssh plugin. I'm not sure why, as when I build from the srpm
it's included.

Also, gettext-devel should probably be in BuildRequires now, as a 
number of plugins now fail to build without it.
