I had a look at the failing build of nagios-plugins 1.4.3. Configure seems to expect a
directory if you specify --with-pgsql, and if it does not get one it puts "yes/lib" in the
includepath.

Since the BuildRequire includes pgsql-devel its save to simply remove  "--with-pgsql" from
the configure line and let the autodetection handle it.
