[packagers] Missing prereq for clam packages

We found it by accident while trying to install clamav during the initial 
install from ISO.  The issue affects the package sorting and happened to 
select clamav, clamd, etc to be installed before shadow-utils.

I understand it is a dep and does get installed.  The issue is that it needs 
to be installed before clamav.
