[packagers] Cacti update

Dag,

Attached is a patch against the current cacti-0.8.6j-1 spec.

It essentially includes the logrotate script Dries proposed (see suggest
list) and the
official patches for 0.8.6j
  http://www.cacti.net/download_patches.php
They contain several important bug fixes which are critical on supported
platforms e.g.
without the "SNMP Ping Method Faulty for PHP Version 4.x" patch cacti
will stop sampling on EL4 once upgraded to 0.8.6j (verified).

Please consider updating the repo to cacti-0.8.6j-2.
