[packagers] nagios-plugins 1.4.5 problem

Sorry for not answering your mail. However a newer package did fix this
issue.

Yes, although older distributions do not come with gettext-devel (it is
just part of gettext). I did fix it now, we have gettext and gettext-devel
in the normal build environment because it is so important. Nevertheless,
it deserves fixing.
