[suggest] perl modules best practices

What is the recommended way to package up a Perl module?

Do you generate a spec file manually, or do you use something like
cpanspec [http://linux.die.net/man/1/cpanspec] (which I haven't even
tried yet).

I'm looking to create a package for DBD::PgLite, and I don't mind
learning more and doing the work, but I don't want to head down a
dead-end path.
