[tools] mrepo and RHN proxy server

OK, I've changed rhnget to take a "--certificate" option.  Now I can add 
a line like:

rhnget-options = --certificate=/usr/share/rhn/RHNS-CORP-CA-CERT

to my mrepo.conf main section, and it works with our RHN proxy server.  
I believe it should still work with the default RHN servers.
