[tools] mrepo installation on RHEL5

I've got mrepo installed on RHEL4, which will do for now, but will
definitely have a look at your document because we want to have all our
servers on RHEL5 soon.

You'll generate the content for this directory with the 'mrepo -gvvv'
command.
