Yes, the proxy server can be specified in links (elinks).
I would look in the documentation for the file proxy-configuration.txt and
follow that. At least the mrepo will set the proxy-configuration right
before executing external commands.
If
http://xmlrpc.rhn.redhat.com/XMLRPC
doesn't work, then try:
https://xmlrpc.rhn.redhat.com/XMLRPC
This is similar to the difference with rhn:// and rhns://
