[tools] repodata xml vs headers.info

The CentOS guys ran a beta some time ago with Yum 2.4 for CentOS3. It 
seemed to work fine and it didn't need any upgrades. They fixed it up to 
work with python 2.2 and everything.

I'm not sure why it hasn't been pushed to production, initial reactions
