[users] New package contribution rss4nagios

Ton Voon and the people from altinity have released a really decent
rss feed for nagios users under the GPL. which can be found here ->

I've packaged it up hopefully for inclusion into the dag/rpmforge
repository. There's a patch  included which is needed to alter the
paths from the 'expected' nagios paths (/usr/local/nagios) to the ones
used in the dag/rpmforge nagios rpms.
