[users] Nagios and nrpe update

The nagios-plugins package is a little out of date. 1.4.3 is the
current plugin set now. This builds fine with the current spec, but
required the addition of --with-mysql  and --with-pgsql
to build a plugin list similar to the last package. Any update would be great.

nagios-nrpe also could use an update, but builds just fine with the
current spec with no modification.
