[users] make 3.79.1 assertion failed error

If you follow the link Dag reported, there's a bug report (and a patch)
for make-3.79.1 there.
The issue is environment variables and
FOO += $(BAR)
constructs within a Makefile, not autotools per-se (although
the tools may be using envvars).
