[users] el4 packages taking precedence over el5 packages

I've noticed a few packages in el4 stream that are not being upgraded to the
el5 stream.  The reason seems to be because of a missing .2 in the release.
There may be more packages but the ones I'm aware of so far are the
following:

oidentd-2.0.7-4.2.el4.rf.i386.rpm
oidentd-2.0.7-4.2.el4.rf.x86_64.rpm
oidentd-2.0.7-4.el5.rf.i386.rpm
oidentd-2.0.7-4.el5.rf.x86_64.rpm

perl-Error-0.15-2.2.el4.rf.noarch.rpm
perl-Error-0.15-2.el5.rf.noarch.rpm

Can new versions of these packages be rolled so when applied to a system
that has been upgraded from el4 to el5 the el5 version of the packages will
be pulled?
