THe small difference in size is explained by the stripping of the library. 
However, what you just send proofs that both packages provide a different 
library, so they cannot be the same :)

Why do you think that the v9 package contains the v7 library ?
I assume you may have installed (or downloaded) the flash-plugin as a user 
and that caused you to have an older library even though you installed the 
newer package.

My packages work on a system-wide basis, if a user installs another flash 
locally, my package cannot handle that.
