[users] CentOS 4 base .repo files now set priorities for yum-plugin-priorities

As have the CentOS 5 .repo files all along.  Just wondering what
others consider an appropriate priority setting for rpmforge, and
whether there has been any discussion of including a default setting
in the rpmforge.repo from rpmforge-release.
