[users] perl-Email-MIME-Attachment-Stripper missing a dependency

Just to clarify, all three of:

perl-Email-MIME-Attachment-Stripper
perl-Email-Reply
perl-Email-MIME-Modifier

depend on perl-Email-MIME and won't run without it present.  All three
are missing a dependency on perl-Email-MIME.
