There is a specfile included, but it's not very good. I've been cleaning it
up for RHEL4/5 based distro's  and also added a separate selinux-module
package for it.  Both are built from same srpm:

   http://tanso.net/yum/repodata/repoview/syslog-ng-0-2.0.4-13.html
   http://tanso.net/yum/repodata/repoview/syslog-ng-selinux-0-2.0.4-13.html
