[users] perl-SVK not building

I'm trying to install SVK on my CentOS 5 boxen (i386 and x86_64).  An
RPMforge package exists, according to:

    http://dries.eu/rpmpackages/package/perl-SVK/perl-SVK/index.html

However, it has apparently not built since early September because of a
missing build dependency:

    http://dries.eu/rpmpackages/package/perl-SVK/perl-SVK/developer.html

Is this the right place to report such a problem?  If not, where should
I report this?
