[users] RPMforge website moved to rpmrepo wiki

Hi all,

Dries just redirected our outdated website to our new location in the 
rpmrepo wiki. I just added the current problems with HEAnet (apt.sw.be) 
and a list of mirrors to use.

In the meantime we are trying to find a solution for the current problems. 
(a new location to point apt.sw.be to)
